Important changes made to International Clearance regulations
What are the changes?
Amendments have been made to FIFA Regulations affecting international clearance for minor players (under the age of 18).
FIFA has confirmed that, due to the increased movement of players under the age of 12, the age from which an International Transfer Certificate is required has been lowered to 10 years old, effective from 1 March 2015. It was previously set at 12 years old.
This is applicable to all clubs at every level of the game and changes are effective from the beginning of next month.
FIFA Article 19 states that FIFA’s approval is required for all requests, however this authority is delegated to The FA where the request involves an amateur player registering with a purely amateur club.
Process
To process this clearance the FA require both the following information and the submission by the registering club of an international clearance request form (click here for link to the form).
The date on which the player moved to England
Who the player currently resides with in England (e.g. their parents)
The reasons for the move to England (e.g. to attend boarding school; due to parents’ employment, etc)
